I believe the basic issue is here, where you override the value of req.context["say"]:

req.context["say"] = assistant.say

Here, assistant.say is a @property, so the use of assistant.say here causes the say method to be executed. This in turn causes self.get_thread_context() to be executed. That call makes an API call, but we don't yet have a valid token.
