No scroll to the "My Blocks" category when a new one is made

Expected Behavior

When you create a new custom procedure, the block palette should scroll to the "My Blocks" category.

Actual Behavior

When you create a new custom procedure, the block palette does not scroll.

Steps to Reproduce

1. Scroll the block palette so that the "Make a Block" button is at the bottom. Ideally, it should be partially off screen.
2. Press "Make a Block"
3. Press "OK" in the modal dialog to create the block
