The PHY supports swapping the pairs within a lane, so expose this.

Awaiting confirmation that it works as I can't test it beyond observing that it stops the CFE from receiving data.

Reported to work, so I'll rebase and merge.

The PHY supports swapping the pairs within a lane, so expose this.

Such rebases are usually unnecessary. If they are, the reviewer can do them before merging assuming no conflicts.

Github was complaining of conflicts (not quite sure why though), hence I rebased and updated from my tree.
