I have a question regarding this submission, I read on the page which is linked that only websites of the central government are, at least officially, in-scope for the NSCS.

However, continuing my search I ended up at: https://www.communicatierijk.nl/vakkennis/rijkswebsites/verplichte-richtlijnen/websiteregister-rijksoverheid (same source as the gist was based on)

Converting these domains (marked as central government) to a unique list I end up with the following: https://gist.github.com/martinvw/0621dc3bbf46c80d73ea844643de39b2

However this list has not that much overlap with the list which was added in this PR, my first intuition would be to replace the current values but I might be wrong.

What I think happened is that random-robbie did not filter in the source file or NSCS might have changed their (official) policies by now.

Your input is greatly appreciated.
