[Bug]: config.php setting for 'loglevel' => 4 seems to be ignored (NC 30.0.5)

Bug description

Similar to this issue, the log level appears to be stuck at level 3 (error), even though we need level 4 (fatal). This issue arose after updating Nextcloud to 30.0.5, whereas it worked correctly in version 30.0.4.

Check logs.

Expected behavior

Logs should only contain fatal errors.

It's the same bug. That bug fix was also backported to v30. It'll be in v30.0.6.
