For entire APIs, it's nice to have a design document in place so we can discuss before too much code is written.

basically I referenced the design of above two, from source code.

1. api stubs for pubsub submitted through a PR
2. DNS api proposal google doc

I think that 2. is a better choice, because it makes easier to add/resolve comments and have an organic discussion clearly keeping track of its history.

I will place my proposal here, but actually I'm implementing them already, so I will write/implement them half by half I guess LOL. (I really got time recently.)

As @dhermes said, for entire APIs having a proper design document in place before coding would make everyone's life easier.
