Convert documentation to Sphinx/rST #74
Description
Markdown and Mkdocs have served us very well, but I'd like to adopt reno for release note management. This is a Sphinx module and would require release notes be written in rST. Rather than having different docs in different formats, we should change everything to use reStucturedText and Sphinx.
