tooling: `StateRootVerifyByHistory` is too slow

now i see on 64g 16cpu server:
```

you can run it as 
```
go run ./cmd/erigon snapshots check-commitment-hist-at-blk-range --datadir /erigon-data/  --from=15_000_000 --sample='1' --pprof --pprof.port=6062 
```
