Support Python 3.13 GitHub CI once `wxPython` provides Py313 package (currently Python 3.12 is the highest)

Problem

As of now, our CI support 3.12 but ideally we want to use 3.13 in the future. In order to do this, wxPython py3.13 needs to be provided.

Proposed solution

Update our GitHub CI from Python 3.12 to 3.13 env once wxPython distributes py 3.13 conda packages.
