Doing some local testing with a build of 1.16.0-SNAPSHOT, found that vectored-io is still only enabled if you set "parquet.hadoop.vectored.io.enabled", "true".
This is because variable that is currently being used https://github.com/apache/parquet-java/blob/master/parquet-hadoop/src/main/java/org/apache/parquet/ParquetReadOptions.java#L59, is still false.
