This PR:

  • Upgrade to the upstream tag v0.54.0
  • Upgrade patch/openssl to 0.10.75
  • Fix compilation warning in patch/hyper
  • fix:FromAsCasing: 'as' and 'FROM' keywords' casing do not match

fix: ensure .cargo directory exists before chmod in Dockerfile.unit
ff6bcf3 
Rustup 1.92.0 may not create /root/.cargo in some build environments,
causing chmod to fail with "cannot access '/root/.cargo': No such file or
directory". Add mkdir -p before chmod to ensure the directory exists
regardless of rustup version.

Also update version references in Dockerfile.art and Dockerfile.in from
v0.47 to v0.54 to match the upgraded Vector version.
