Problem

let's help our users get their PRs across the finish line

Changes

[only for cloud tasks right now - will bring over to local later too, just a bit differently]

• displays github PR comments in the review panel
  • (only grabs inline file comments for now)
• adds agent buttons for "fix with agent" and "ask agent"
  • ^ this is behind a feature flag because the cloud resume stuff is a bit busted, and enabling it just creates a poor experience. i'll enable once we fix that
• allows replying to github comments from the UI
