Bump Node.js version from 20.x to 22.x in build and npm-publish workflows. Update actions/checkout and actions/setup-node to v5 for improved performance and compatibility.
Bump the version of @dynamods/notifications-center from 0.0.32 to 0.0.33 in both paos_direct.csv and paos_transitive.csv to reflect the latest dependency update.

It seems the application is still using HIG which was deprecated/moved over to Weave, therefore some parts of the project still point to react 16, this will need more work to upgrade, will file a separate task for that. Maybe we can now use weave instead of our own fork of HIG.
For now just updating the dependencies and license
